Town of Atlantic Beach COVID-19 Update

 

The latest NC Executive Order extends “Phase 2” of our reopening and adds new requirements regarding the wearing of facemasks.  Please click here to view the document from the State that provides clear guidance on what is required and what exceptions apply.  In short, the new rules require all employees of most businesses–including retail establishments, restaurants, and personal care businesses—to wear cloth face coverings.

 

Frequently Asked Questions

 

Q: How long will North Carolina be in Safer at Home Phase 2?

A- The state will continue to be in Phase 2 until 5:00 pm on July 17, 2020.

 

Q: What is changing in Safer at Home Phase 2?

A- Face coverings will be required in public places with some exceptions.

 

Q: What stays the same in Safer at Home Phase 2?

A- All aspects of Phase 2 as defined in Executive Order No. 141 remain in place, including:

  • Certain businesses may be open with restrictions and following state health guidelines, including: restaurants; child care businesses; overnight and day camps; personal care; grooming, massage, and tattoo businesses; and indoor and outdoor pools;
  • People may gather together for social purposes, so long as they do not exceed the mass gathering limit of 10 people indoors and 25 people outdoors;
  • Sporting and entertainment events may occur in large venues for broadcast to the public, so long as the number of spectators at the events is limited to the mass gathering limit of 10 people indoors and 25 people outdoors.
  • Public playgrounds remain closed;
  • Bars and nightclubs remain closed;
  • Movie theaters, museums, bowling alleys, amusement parks, arcades, and skating rinks remain will closed;
  • Bingo parlors and other gaming establishments will remain closed;
  • Teleworking continues to be encouraged whenever possible;
  • Visitation in skilled nursing homes and combination homes remains restricted
  • The following facilities that operate within an indoor space remain closed: martial arts facilities, dance studios, trampoline and rock-climbing facilities, roller skating rinks, ice staking rinks, and basketball courts.

 

Face Coverings

 

Q: Does this Order require North Carolinians to wear face coverings?

A- People are now required to wear face coverings in public spaces, whether inside or outside, where physical distancing of six feet is not possible. This includes but is not limited to:

  • Retail Businesses
  • Restaurants
  • Personal Care, Grooming, and Tattoo Businesses
  • Child Care Facilities
  • State Government Employees
  • Transportation
  • Manufacturing, Construction Sites, Agricultural Settings
  • Meat or Poultry Processing Plants
  • Long Term Care Facilities

The NC Department of Health and Human Services (NCDHHS) has released guidance to the general public on the use of face coverings and will make signage available to businesses. Guidance and signage are available at: https://covid19.ncdhhs.gov/guidance – phase-2-easing-of-restrictions.

 

Q: What are some of the exceptions for wearing face coverings?

A- A face covering does not need to be worn by a worker, customer, or patron who meets one of the following exceptions:

  • Should not wear a face covering due to any medical or behavioral condition or disability
  • Is under eleven years of age;
  • Is actively eating or drinking;
  • Is strenuously exercising;
  • Is seeking to communicate with someone who is hearing-impaired in a way that requires the mouth to be visible;
  • Is giving a speech for a broadcast or to an audience;
  • Is working at home or is in a personal vehicle;
  • Is temporarily removing his or her face covering to secure government or medical services or for identification purposes;
  • Would be at risk from wearing a face covering at work, as determined by local, state, or federal regulators or workplace safety guidelines;
  • Has found that their face covering is impeding visibility to operate equipment or a vehicle; and/or
  • Is a child whose parent, guardian, or responsible person has been unable to place the face covering safely on the child’s face.

No proof or documentation is required if an individual falls into an exception category.

 

Q: As a business owner, how do I determine whether or not a person has an exception?

A- Under the Executive Order, operators of businesses and organizations are entitled to rely on their customers or patrons’ statements about whether or not they have an exception from the face covering requirements, and businesses and organizations do not violate this Executive Order if they rely on such statements.

 

Q: When should I wear a cloth face covering?

A- You should wear face coverings when in public places, particularly when those locations are indoors or in other areas where physical distancing is not possible. Under this Order, face coverings are required in retail businesses, restaurants, personal care and grooming businesses, and several other settings.

 

Q: How should I wear a cloth face covering?

A- Be sure to place the face covering over your nose and your mouth and keep it in place at all times while you wear it.

 

Q: How well do cloth face coverings work to prevent the spread of COVID-19?

A- Scientific evidence suggests that the use of cloth face coverings by the public during a pandemic can help reduce disease transmission. Cloth face coverings can reduce the release of infectious particles into the air when someone speaks, coughs, or sneezes. Cloth face coverings are not a substitute for staying six feet apart, washing hands, and staying home when ill.

 

Q: Do I need to wear a face covering while exercising or walking outdoors?

A- No. If you are able to safely maintain at least six feet distance from others, you do not need to wear a face covering when exercising and walking outdoors.

 

Q: Are face coverings required on the beach?

A- No. If you are able to safely maintain at least six feet distance from others you do not need to wear a face covering on the beach.  Members of the same household may stay within six feet of one another without wearing face coverings.

 

Q: Should children wear cloth face coverings?

A- Cloth face coverings should NOT be put on babies and children under the age of 2 because of danger of suffocation. Children over the age of 2 should wear cloth face coverings if they can reliably wear, remove, and handle cloth face coverings throughout the day.

 

Q: How will the face covering requirement be enforced?

A- Citations related to this Order can be written to businesses or organizations that fail to enforce the requirement to wear face coverings. Operators of businesses and organizations are entitled to rely on their customers or patrons’ statements about whether or not they are exempt from the face covering requirements, and businesses and organizations do not violate this Order if they rely on customer or patron statements. Law enforcement personnel cannot criminally enforce the face covering requirements of this Order against individual workers, customers, or patrons. However, if a business or organization does not allow entry to a worker, customer, or patron because that person refuses to wear a face covering, and if that worker, customer, or patron enters the premises or refuses to leave the premises, law enforcement personnel may enforce the trespassing laws.

 

Q: What is the mass gathering limit?

A- Gatherings of more than ten people in a single indoor space remains prohibited. In confined outdoor spaces, gatherings of more than 25 people are prohibited.

 

Q: Are bars allowed to open?

A- As under Executive Order 141, businesses that are principally engaged in the business of selling alcoholic beverages for onsite consumption remain closed in Phase 2.

 

Q: Are parades and fireworks shows allowed to be held?

A- For parades and fireworks shows, no more than 25 spectators – the outdoor mass gathering limit – can gather in any confined place like a stadium or seating stand. Regardless of setting, people should socially distance to reduce COVID-19 spread.

 

Q: What if I want to report a business or group not adhering to this Order?

A- You can report violations of this Order to the ABPD by emailing policeadmin@atlanticbeach-nc.com. People should not call 911 if they wish to report a violation and are encouraged to use non-emergency communications only.

Town of Atlantic Beach COVID-19 Update

North Carolina will enter into Phase 2 of re-opening on Friday, May 22.

Phase 2 Openings:

  • Atlantic Beach Circle is open
  • All paid parking is open
  • All beach accesses are open
  • All activities are open at the Atlantic Beach Town Park, except for the playgrounds per the Governor’s Executive Order
  • Retail is open at 50% capacity with cleaning and social distancing guidelines
  • Gatherings are limited to 10-[person limit indoors and 25-person limit outdoors
  • Restaurants are open at 50% capacity
  • Atlantic Beach Breweries & Tap Rooms are open at limited capacity with cleaning and social distancing guidelines

Town of Atlantic Beach COVID-19 Update

Fort Macon State Park Reopens Saturday

 

Fort Macon State Park’s beaches, trails & restrooms will reopen on Saturday, May 9! The visitor center and exhibits will remain closed.

 

If you choose to visit the park please adhere to the following guidelines:

  • Maintain a social distance of 6 feet, regardless of the behavior of others.
  • Step to the side of a trail, wait at the end of a bridge and do not enter the restrooms until others have cleared out.
  • Touch as few surfaces as possible. Wash or sanitize your hands before, during, and after your visit.
  • Do not share equipment like phones or cameras with other visitors.
  • Go home and come back another time if the park seems crowded when you arrive.

RECREATIONAL ACCESS

Q. Are the beaches in Atlantic Beach open for visitors?
A: Yes. Beach Accesses are open with limited parking available. Partial parking is available at the New Bern Ave and Henderson Blvd public accesses. At the Circle, on-street parking spaces are available. The large parking lots at the Circle remain closed. All bathhouses remain closed.

Q. If you live or own property in Atlantic Beach, can you walk on the beach and go in the ocean?
A: Yes, in groups of 10 or less. Gatherings of more than 10 people are still prohibited, and social distancing is required

Q. If you live in Morehead City, Newport, Beaufort, or elsewhere in Carteret County, can you walk on the beach and go in the ocean?
A: Yes, in groups of 10 or less. Gatherings of more than 10 people are still prohibited, and social distancing is required

Q. If you live outside of Carteret County and do not own a home in Atlantic Beach, can you walk on the beach and go into the ocean?

Q. Is the AB Town Park, Splash Pad, Mini-Golf Course & Skate Park open?
A: No. The entire AB Town Park complex is scheduled to reopen on Friday, May 22 with social distancing requirements in place.

A: No, at this time (5/01/2020) Fort Macon State Park is closed.

 

SECOND HOMEOWNERS

Q. Are second homeowners allowed to come to their homes in Atlantic Beach?
A: Yes. The ban on travel from outside of Carteret County to Atlantic Beach for recreation has been lifted.

Q. Are second homeowners required self-quarantine when they arrive in Atlantic Beach?
A: No, the voluntary self-quarantine requirement has been lifted.

Q. Are Re-Entry Passes required to gain access to Atlantic Beach?
A: No.

 

LOCAL BUSINESSES

Q. Are there any restaurants and bars open in Atlantic Beach?
A: Several restaurants are open for drive-through and take-out orders. All bars remain closed due to State orders. No restaurants can serve any food on their property due to State orders.

Q. What businesses are open in Atlantic Beach?
A: Only certain businesses may open under existing State orders. These include grocery stores, hardware stores, certain fishing-oriented businesses and certain retail establishments that can meet the States social distancing standards.

Q. Are there any hotels or motels open in Atlantic Beach?
A: Not really. The ban on hotel and motel rentals will be lifted on May 8th. There are exceptions for people travelling for essential business and certain pre-existing reservations.

 

VACATION RENTALS

Q. Are vacation rentals allowed in Atlantic Beach?
A: Not until May 8th. There is a limited exception for certain pre-existing reservations, but new reservations cannot be made for dates prior to May 8th.

Q. I have a vacation rental reservation for June, will I be able to travel to Atlantic Beach at that time?
A: Yes. Please note that this plan is subject to change without notice based on progress made in limiting the effect of the coronavirus while maintaining COVID-19 safeguards and orders issued by Gov. Cooper.

The Town of Atlantic Beach remains under a State of Emergency in response to the COVID-19 pandemic. In an effort to limit the spread of the coronavirus while maintaining essential services, the Town has implemented several operational changes to ensure social and physical distance and limit exposure.

Municipal Facility Closings

 

The Atlantic Beach Town Hall (125 West Fort Macon Road) has limited public access. Although facilities are closed, the work of the Town continues uninterrupted through the COVID-19 response.

 

Atlantic Beach residents and guests can access the Town’s full array of online resources at www.atlanticbeach-nc.com. Summer Parking Permits and Reentry Permit applications are available online. Utility customers may drop off payments in the drop box at Town Hall. Town Staff is currently checking the dropbox throughout the day. Paperwork and building permit application drop-offs by appointment. The Town will mail acknowledgments and receipts upon request.

There have not been any changes to the current state of emergency orders in Atlantic Beach.

The following rules remain in effect in Atlantic Beach and are being enforced by the Atlantic Beach Police Department:

• All public beach accesses with parking lots and public bathrooms are closed
• The Atlantic Beach Town Park (including miniature golf and skate park) is closed
• Hotels and Motels are closed to leisure travel
• Vacation rentals are prohibited
• Restaurants are limited to take-out service only
• Travel from outside of Carteret County to Atlantic Beach for leisure or recreation is prohibited

Town of Atlantic Beach COVID-19 Update

BEACH AND WATER ACCESS

Q. Are the beaches in Atlantic Beach open for visitors?
A: No. All our public beach accesses with parking lots and bath houses remain closed. Travel to Atlantic Beach from outside of Carteret County for leisure or recreation is prohibited.

 

Q. If you live or own property in Atlantic Beach, can you walk on the beach and go in the ocean?
A. Yes. The beach strand and ocean water can be used by Atlantic Beach residents and second homeowners. But, all of our public beach access with parking lots remain closed. Activities that are allowed include, walking, jogging, swimming, surfing, sitting on the beach, and surf fishing.

 

Q. If you live in Morehead City, Newport, Beaufort, or elsewhere in Carteret County, can you walk on the beach and go in the ocean?
A: Yes, but all our public beach accesses and parking lots remain closed as does Fort Macon State Park. Private beach parking lots (such as those at fishing piers and near the Circle) also remain closed. So, there is no public parking available to County residents. We realize this prohibits most County residents from accessing the beach, we hope to provide beach access parking soon.

 

Q. If you live outside of Carteret County and do not own a home in Atlantic Beach, can you walk on the beach and go into the ocean?
A: No. Travel from outside of Carteret County to Atlantic Beach for recreation or leisure purposes is prohibited. We will lift this ban as soon as it is safe to do so.

 

SECOND HOMEOWNERS

Q. Are second homeowners allowed to come to their homes in Atlantic Beach?
A. Yes. But, if you are traveling to your Atlantic Beach home from outside of Carteret County, we request that you self-quarantine for 14 days or the duration of your stay in Atlantic Beach if you will be here for less than 14 days.

 

Q. What does it mean to self-quarantine in Atlantic Beach?
A: We request that you stay in your home or on your property and do not receive visitors. It is recommended that you bring the supplies you need with you to Atlantic Beach. You may leave your property for medical services and essential food and supplies. If you do leave your property for one of these reasons, you should wear a protective face covering and maintain social distance from anyone you with whom you come in contact. We ask that you refrain from walking on the beach, boating or otherwise leaving your property while quarantined.

 

Q. Are Re-Entry Passes required to gain access to Atlantic Beach?
A: No, not currently. But, we suggest everyone keep their passes in their cars in case we implement procedures that require re-entry passes. If you own property in Atlantic Beach, but do not have a pass you may order one online at http://atlanticbeach-nc.com/dont-stand-in-line-go-online/

A: No. Vacation rentals are currently prohibited through the end of April. Please note, this prohibition may be extended until a later date.

 

Q. I have a vacation rental reservation for June, will I be able to travel to Atlantic Beach at that time?
A: It is too early to tell. Decisions about extending the ban on vacation rentals will be made in late April. These decisions will be driven by the current state of the Coronavirus outbreak.

Town of Atlantic Beach COVID-19 Update

Water Access Restrictions Lifted

Starting on Friday, April 17th the temporary restriction on recreational water access will be lifted in our town.  Atlantic Beach residents and property owners, as well as residents of greater Carteret County, will be able to access the ocean and all waters surrounding Atlantic Beach for normal activities including swimming, surfing, paddle boarding, kiteboarding, and kayaking.  Residents and property owners can continue to walk, jog, surf fish and sit on the beach strand.

 

Everyone participating in beach and water-based activities will be required to comply with social distancing standards.  Groups of more than 10 people remain prohibited.

 

Please note: Our summer lifeguard program has not yet commenced.  As such, there is NO presence of lifeguards on the beach.  We urge everyone to use extreme caution while in the water and pay attention to the warning flags placed along the beach strand.

 

Travel from outside of Carteret County to Atlantic Beach for recreational activities, including the water-based activities listed above, remains prohibited. Only Atlantic Beach residents and property owners, as well as residents of greater Carteret County, are permitted to access the beach and water in our town.  The Circle, the Town Park, and all public beach access parking lots and bathhouses remain closed.  Short-term rental restrictions remain in place.  Hotels and motels remain closed for leisure travel. Town Hall remains closed to the public.

Town of Atlantic Beach COVID-19 Update

Today Mayor Trace Cooper has added to our State of Emergency Declaration.

Effective 11:59 PM on Thursday, April 9, 2020, all residents and non-residents of Atlantic Beach arriving for overnight stays are ordered, while present in Atlantic Beach, to self-quarantine for a period of 14 days if such arrival was preceded by an overnight stay outside of Carteret County.

The only exceptions to this provision are those who are performing Essential Services or Essential Government Services as those capitalized terms are defined in that certain Revised Proclamation of the Chairman of the Carteret County Board of Commissioners dated March 27, 2020.

The following rules remain in effect in Atlantic Beach and are being enforced by the Atlantic Beach Police Department:

  • All island public beach accesses parking lots are closed.
  • The Atlantic Beach Circle is closed.
  • The Atlantic Beach Town Park (including miniature golf and skate park) is closed
  • Fort Macon State Park is closed
  • The Oceanside water is closed to any swimming or non- motorized recreational use
  • Restaurants are closed, except for takeout.
  • Bars are closed.
  • Non-essential businesses are closed
  • Hotels and Motels are closed to leisure travel
  • Vacation rentals are prohibited.
    • If you suspect a property near you is being used for vacation rental purposes, please report it by e-mail at policeadmin@atlanticbeach-nc.com or by calling 252-726-2523 during business hours—DO NOT call 911.
    • Please provide the address and a brief statement of the reason you believe the property is being rented in violation of the order.

Town of Atlantic Beach COVID-19 Update

The Town of Atlantic Beach has taken additional measures to flatten the curve with regards to the Coronavirus pandemic. If you live, work, or own property in Atlantic Beach you may come to Atlantic Beach. If you are a visitor or tourist, you must stay away.

Governor Cooper has now issued a Stay at Home order that is to remain in place for 30 days. Among other things, the Governor’s order prohibits leisure travel to and within North Carolina. In light of the Governor’s order, Atlantic Beach, in coordination with the other towns on Bogue Banks has issued an order prohibiting the following:

a. The rental or occupation of a hotel or motel room.
b. The rental of a dwelling house, including a condominium unit, for less than thirty consecutive days.
c. The rental of an RV campsite or similar accommodation, for less than thirty consecutive days.

This prohibition will remain in place until April 29th. It may be extended or rescinded at any time based on the circumstances.

All previous emergency orders from the Governor and Mayor remain in place such that the following conditions currently in effect in our town:

  • All restaurants are closed except for takeout orders
  • All bars are closed
  • All public beach accesses are closed
  • The Town Park is closed
  • All beach public parking lots are closed
  • All public restroom facilities are closed
  • The Atlantic Beach Circle is closed
  • Fort Macon State Park is closed
  • Social gatherings of more than 10 people are prohibited anywhere in Atlantic Beach
  • Social distancing of at least six feet should be maintained at all times.

 

We sincerely request the public’s awareness and cooperation. We must act decisively in order to manage the spread of the virus. We hope to welcome visitors back to Atlantic Beach soon.

Town of Atlantic Beach COVID-19 Update

As a precaution to protect our employees, “flatten the curve,” and combat the spread of COVID-19 (novel coronavirus), we continue to restrict public access to Town Hall. We are, however, still available to serve you! 

All routine transactions can be accomplished online, by dropbox payments, US mail, telephone, emails, and fax transmission. This includes Town Hall, Police and Fire Departments, and Public Works offices.  

Residents, guests, and contractors may use online or telephone service options to secure permits, make tax payments, water bill payments, submit service requests or to apply for a Re-Entry Permit.  

Our staff is on duty and ready to respond to all email, fax, and telephone inquiries or requests for service. We will continue to respond daily to your inquiries. 

Individuals who need alternative service options may call to schedule an appointment. Normal hours of operation will continue at the Town Hall, 125 West Fort Macon Road, M-F from 8:00 a.m. to 4:30 p.m. 

 

Please Note: All public beach access parking areas, all public restrooms, the Circle and the Town Park are closed.

Town of Atlantic Beach COVID-19 Update

The Town of Atlantic Beach has taken additional measures to flatten the curve with regards to the Coronavirus pandemic. If you live, work, or own property in Atlantic Beach you may come to Atlantic Beach. If you are a visitor or tourist, you should stay away.  

Governor Cooper has now mandated public schools be closed through May 15.  Atlantic Beach has a State of Emergency declaration in place and the public is advised of the following conditions currently in effect in our town:

  • All restaurants are closed except for takeout orders
  • All bars are closed
  • All public beach accesses are closed
  • The Town Park is closed
  • All beach public parking lots are closed
  • All public restroom facilities are closed
  • The Atlantic Beach Circle is closed
  • Fort Macon State Park is closed
  • Social gatherings of more than 10 people are prohibited anywhere in Atlantic Beach
  • Social distancing of at least six feet should be maintained during all gatherings and in all retail and other business environments
  • All vacation and hotel management companies are urged to refuse reservations to leisure travelers until April 6, 2020

We sincerely request the public’s awareness and cooperation. We must act decisively in order to manage the spread of the virus.  We hope to welcome visitors back to Atlantic Beach soon.

The Atlantic Beach Town Council meeting will be held this evening as scheduled at 6:00 p.m. in the Town Boardroom.

Due to Social Distance provisions, there will be limited seating in the audience.

The Carteret County Board of Commissioners have requested that all vacation management and hotel management companies in the county issue a voluntary booking policy to not allow any new reservations to leisure travelers for the period of March 22 – April 6, 2020.

Atlantic Beach Public Beach Parking Areas Closed
To further reduce the possible community spread of COVID-19, the Town of Atlantic Beach will temporarily close its public beach parking areas and public restrooms.
Effective at 4:30 p.m. on March 20, 2020, the Town of Atlantic Beach will close the following public beach parking areas and all public restrooms. Parking areas will remain closed until further notice. The locations include:
  • Boardwalk CAMA Lot (at the Circle)
  • Boardwalk Pavilion Lot (at the Circle)
  • Boardwalk Gravel Lot (at the Circle)
  • New Bern Avenue Beach Access
  • Henderson Blvd. Beach Access
The Atlantic Beach Bridge will remain open, but the Town discourages entry into the Town by those who are not residents of, or property owners in the Town.

Dear Atlantic Beach:

 

As the weather warms, crowds are starting to return to Atlantic Beach.  In normal times, this would be a good thing.  These are not normal times.

 

Along with Carteret County and other towns in our area we have declared a State of Emergency which included a notice requesting that visitors not come to our County at this time.   This is a very difficult message to send for a community that is rooted in hospitality.  But it is the right message at this time.

 

We have closed our public beach access parking lots and all public bathhouses.

 

And, we have issued an order prohibiting gatherings of more than 50 people.  This applies to all gatherings—public and private.  If you have a wedding or other party scheduled in our area during the next few weeks, you should postpone it.

 

If you are a resident of Atlantic Beach or a property owner who is spending time in town.  We are glad you are here.  Food Lion on the beach and most stores in Morehead are open to keep your homes stocked with necessities.  And, many area restaurants remain open for take-out and delivery.  If you or anyone you know is one of those who are most at-risk to the Coronavirus (the elderly and immune-compromised) and do not have help in getting daily necessities, please contact Deputy Chief Casey Arthur at the Atlantic Beach Fire Department (252-726-7361).  Those who are most at-risk should stay home.  We are here to help.

 

It is time for all of us to hunker down and take social distancing seriously.  If we do so now, we may prevent more severe shelter-in-place orders in the coming weeks.  Today I read a message from someone in Europe that stated, “everybody here is saying that we should have stopped having contact with each other weeks earlier, so maybe you still have a chance.”

 

Please take this message to heart.

  • Restaurants shall close all seating areas immediately and are restricted to carry-out, drive-through, and delivery.
  • Private or members only clubs are restricted to offering carry-out, drive-through and delivery service only.
  • On-site sales and consumption of alcoholic beverages is prohibited.
  • All sales for off-premise consumption of beer and wine must be for carry-out and in “the manufacturer’s original container.” Sit-down service to patrons indoors or in an outdoor seating area is not allowed.
  • Only off-premise sales of beer and wine are allowed from establishments with appropriate retail beer or wine permits.

Town of Atlantic Beach COVID-19 Update

Effective today, March 19, 2020, Mayor A.B. “Trace” Cooper, III has issued the attached State of Emergency and Declaration Enumerating Certain Prohibitions & Restrictions Imposed During a State of Emergency for the Town of Atlantic Beach.

 

Town Manager David Walker states, “The Town of Atlantic Beach is partnering with the appropriate federal, state, county, and local officials to reduce the possible community spread of COVID-19. In alignment with Carteret County, the Town of Atlantic Beach discourages travel to the coast at this time.”

 

Atlantic Beach officials call on all citizens and businesses to voluntarily follow the recommendations of the Center for Disease Control and Prevention (CDC) and the NC Department of Health and Human Services (NCDHHS):

  • Reduce the risk of person-to-person transmission by practicing social distancing measures which decrease the frequency of contact and increase physical distance between
  • Wash your hands frequently with soap and water for at least 20
  • Use an alcohol-based hand sanitizer when soap and water is not
  • Individuals who are sick should always cover their coughs and sneezes using a tissue or the crook of their
  • Individuals who are sick should stay
  • Avoid touching your eyes, nose or mouth.

DECLARATION OF THE MAYOR OF ATLANTIC BEACH

ENUMERATING CERTAIN PROHIBITIONS & RESTRICTIONS

IMPOSED DURING A STATE OF EMERGENCY

 

In accordance with the provisions of Chapter 7, Emergency Management, of the Atlantic Beach Town Code, Section 7-1, Determination of State of Emergency; Restrictions Authorized, a State of Emergency has been declared to exist in the Town of Atlantic Beach.

 

WHEREAS, by Proclamation 20-03-01 the Mayor declared a State of Emergency for the Town of Atlantic Beach on March 19, 2020 at 3:30 PM; and

 

WHEREAS, the provisions of Chapter 7, Emergency Management of the Atlantic Beach Town Code provides that during a State of Emergency that the Mayor may, by Declaration, impose certain prohibitions and restrictions.

 

NOW, THEREFORE, BE IT PROCLAIMED AND DECLARED by A. B. Cooper, III, Mayor of the Town of Atlantic Beach that:

 

All gatherings of more than 50 people are prohibited.  This applies to all gatherings, including but not limited to, gatherings in restaurants, bars, private clubs, meeting halls, private homes and the outdoor areas of such locations.  Outdoor areas of such locations include decks, porches and yards. Social distancing should be maintained at gatherings of any size.

 

The authority for the above restrictions is provided in the curfew provisions of Section 7-4 of the Atlantic Beach Town Code.  Section 7-4 allows the imposition of curfews and the exemption of classes from such curfews.

As a precaution, to combat the spread of COVID-19 (novel coronavirus), we will now restrict non-essential public access to Town Hall during normal business hours effective Thursday, March 19, 2020.

All routine transactions can be accomplished online, by dropbox payments, telephone, emails, and fax transmission. This includes Town Hall, Police and Fire Departments, and Public Works offices.

Residents, guests, and contractors may use online or telephone service options to secure permits, make tax payments, water bill payments or submit service requests.

Town of Atlantic Beach COVID-19 Update

Atlantic Beach continues to monitor & respond to all developments pertaining to the Coronavirus outbreak.

At this point, there are no restrictions to entry to Atlantic Beach and no decision has been made to limit entry in the future.

We will provide updates if this changes.

 

Today, Tuesday, March 17, Governor Cooper issued an executive order to close bars and restaurants for dine-in customers beginning at 5 p.m. After that time, customers will be allowed to order takeout and delivery as long as the restaurant desires.

Town of Atlantic Beach COVID-19 Update

 

The highest priority for the Town of Atlantic Beach is to balance public service to our community while protecting the health and safety of our employees. Following the guidance of the U.S. Centers for Disease Control (CDC), Governor Roy Cooper, and local health officials, we will implement a social distancing service model beginning Monday, March 16, 2020.

 

As a precaution to combat the spread of COVID-19 (coronavirus), we will keep Town Hall open to the public during normal business hours while highly recommending and encouraging all transactions to be accomplished by dropbox payments, telephone, emails, and fax to lessen walk-in in traffic as much as possible. This policy applies to Town Hall, Police, Fire, and Public Works offices. 

 

Residents, guests, and contractors are asked to use online or telephone service options to secure permits, make tax payments, water bill payments or submit service requests. Normal hours of operation will continue at Town Hall (125 West Fort Macon Rd.) from 8:00 a.m. to 4:30 p.m.
